User Info: rpj Other Answers. I used my master ball on tornadus but I have caught multiple roamers without one. I assume the same method for capturing him should apply. It is a much more time consuming method, but it can be done. You want to just keep entering and exiting a gatehouse until you see the terrible storm on your route, then just go into the grass to fight him. The method I am going to explain will take many battles in order to be done seeing as you will only be able to use one attack each battle.
So now on to how I caught them, the same method should work. The first battle lead with a fast pokemon that knows thunder wave, which is now a tm so that will be easier to find a pokemon that can do that. Next you just need to weaken him, but you can really use anything for that because now he will always be paralyzed so anything you use will go first.
When he gets to low HP and you are concerned that you may kill him, start to always use pokemon that can use false swipe, because that always leaves the target with at least 1 HP.
When you are sure that he only has 1 HP left, you can begin trying to catch him. For this part there are multiple ways of doing this. One way is to just throw a quick ball each time and hope for the best. Another is to lead with something that knows mean look to trap him, or just use something with shadow tag like the wobafett evolution line.
If you go with those methods for trapping him just keep throwing balls until you get him. Also save everytime you encounter the storm because you want to ensure that you don't kill him. Plus I am pretty sure if you save and turn it off, he will still be on that route when you turn it back on.
