To broad and then practice pillaging with the Navy, you'll not spend any of your own pieces of eight on a ship or rum and balls to load the ship, so you avoid loosing poe. If you're on a doubloon server you'll need an officer's badge, but don't worry about investing in it until you can see you need it. I'm on the meridian server and I've got a ship and a captain badge now so not I have no clue what to do.
You probably wasted the dubs needed to get the captain badge as starting a crew is the hardest option, I'm not on the same server as you, but my advise: Pillage with other crews, earn some pieces of eight towards a pirate and bravery badge so you can do all the ship duty puzzles and monster hunts, stay with a pillage till the end with the crew you enjoy playing with then ask the officer after the pillage about their crew and joining them, get to know the crew rules and work upto officer, once you're an officer you'll be able to do your own pillages.

Hey mate, I've run several crews, one of which was literally the 1 Illustrious crew on Emerald back in Now what you hear is completely right, you need at least Narrow in all Piracy skills, basically the entire first column of puzzles on your pirate page and then you may create your own, but there is an inital creation cost. Another way to become a captain is to buy a crew off of another captain, you don't need any skills at all to do this, just the PoE that the other pirate is asking for.
To do this you will have to join their crew and have the captain elect you as captain, this will automatically demote them to Senior Officer and you will be captain. Going from narrow to broad just takes time, there is no way to speed it up. General notes about puzzle experience: - Things that do not end your experience session is things like: Hitting a regular and flotilla LP, pause the puzzle, hitting a break in flotilla.
